China Textile Planning Institute of Construction(CTPIC) is a bureau-level public institution affiliated to the State-owned Assets Supervision and Administration Commission of the State Council and led by the China National Textile And Apparel Council in business. The predecessor of CTPIC was the Construction Bureau of the Ministry of Textile Industry,which was established in the early days of the founding of China. It was the department in charge of the basic construction of the national textile and chemical fiber industries. It was responsible for the construction of national key projects and the whole process project management on behalf of the state.　

　　In 1989, with the reform of the national institution and the revocation of the Ministry of Textile, CTPIC was formally established, specializing in industrial planning, engineering consulting, management consulting, training, engineering supervision and other businesses in textile, clothing, chemical fiber, and textile materials.

　　CTPIC has a national engineering consulting grade A qualification.It is the member of Member Association of the International Federation of Consulting Engineers (FIDIC), and the board member of China Engineering Consulting Association.China textile construction engineering consulting and Supervision Center (CFCS), a wholly-owned enterprise by CTPIC, has the national engineering supervision grade A qualification and foreign economic cooperation operation qualification authorized by the Ministry of Commerce.

　　Nowadays, CTPIC has developed the largest and most authoritative "one-stop" professional consulting service agency in the domestic textile industry. As a major participant, it has completed the formulation of the national textile industry's "The Ninth Five-Year", "The Tenth Five-Year", "The Eleventh Five-Year", "The Twelfth Five-Year" and "Thirteenth Five-Year" plans. CTPIC's customers include national government departments such as the National Development and Reform Commission, the Ministry of Industry and Information Technology, the State-owned Assets Supervision and Administration Commission of the State Council, the Ministry of Science and Technology, the Ministry of Commerce, local governments at provincial, municipal and county levels, more than 50% of domestic textile industrial parks, and more than 75% of domestic clothing brands, listed enterprises and over 100 textile enterprises.It has rich experience in overseas service and foreign engineering supervision.
